By royal decree of 14 December 2012, the Norwegian Government appointed a Commission to examine the existing national rules on public procurement, i.e. the rules that are not an implementation of the EU-directive provisions on public procurement, Directive 2004/18/EC. The members of the Commission are: Inger Roll-Mathiesen, Attorney-at-law, Oslo (chair) Nina Ramstad Aatlo, Attorney-at-law, The Norwegian Association of Local and Regional Authorities (KS), Oslo Gro Amdal, Attorney-at-law and Member of the Norwegian Complaint Board for Public Procurement (KOFA), Stavanger Marianne Breiland, Advisor, The Norwegian Confederation of Trade Unions (LO), Oslo Kurt Richard Brekke, Professor, Norwegian School of Economics, Bergen Henrik Renner Fredriksen, Attorney-at-law, the Enterprise Federation of Norway (Virke), Oslo Lars Johan Frøyland, Chief Procurement Officer, the Western Norway Regional Health Authority, Stavanger Arnhild Dordi Gjønnes, Attorney-at-law, the Confederation og Norwegian Enterprise (NHO), Oslo Helmuth Liessem, Secretary General, Church Social Service, Bergen Dag Strømsnes, Department Director, Agency for Public Management and eGovernment (Difi), Oslo In March 2013, Kristine Vigander, Attorney-at-law, The Norwegian Association of Local and Regional Authorities replaced Nina Ramstad Aatlo. The Commission’s mandate was to propose a new Act on Public Procurement and new provisions for the Regulation on Public Procurement, regulating public procurement not covered by the EU-public procurement directives. In addition, the Commission was mandated to propose regulations for procurements covered by the particular procurement regimes, including health and social services, introduced in the new public procurement directive, directive 2014/24/EU. It is emphasized in the mandate the importance of simplifying the public procurement rules.
